Quite simply, malnutrition can stunt your growth. The body needs a number of nutrients to develop properly, calcium for bones, protein for muscle, any number of nutrients for various hormones including testosterone and HGH. Anything lacking in the diet means the body can't adequately produce these things. (And of course trying to add these directly - especially testosterone - is a VERY bad idea.)

Exercise is less mandatory for development, however it can go a long way towards developing strength and preventing obesity. And being seriously overweight can mess up development in a number of ways including, but not limited to, diabetes.
