Question by Darrel Elliott: Movie that had the ghosts of serial killers locked in the basement of a building?

I'm looking for a movie I saw a long while back, the only vague description that I can remember to give is that the ghosts of serial killers were locked away in cells in the basement of a home/building and were accidentally released with a group of people in the house. Chaos ensues.
