How can you tell whether a shoe is a womens or a mens?

I bought a pair of shoes that claim to be 9.5 yet the fit smaller then my 9's. I was wondering how you can tell whether a shoe is a mens or a womens? thanks.

a womens feet are kind of more rounded and actually have a curled shape and men's are just straight long.
