Oil is getting much too expensive and it takes almost as much energy to produce ethanol as it returns. Using corn to make fuel is also causing food prices to rapidly increase. We need an alternate energy source, ASAP.

The best way to get this change has nothing to do with Congress/President.
The best way is to get companies to produce things you want. To do this you (and the rest of the country/world) has to stop buying things you don't want. Don't buy a new truck or SUV -- buy a used one or buy a small compact car or hybrid. Buy less gas by using public transportation, etc.
Congress and the President throwing money at the problem is not the long term solution (it rarely is). That money comes from taxpayers like you, me, as well as companies who sell things. All that means is that the company raises their prices to offset the costs of taxes, and you and I have less money to buy things with.
An industry really should be able to survive on it's own, not have to depend on taxpayer money to survive. If alternative energy companies can't make money on their own, then it means that the prices for traditional fuel are still relativly low. When they get high enough, you will see more and more alternative energy (you already are starting to see some).
